Tho Bella Dinh-Zarr, PhD, MPH, is the Senior Advisor for Public Health & Transportation to the FIA Foundation and the Traffic Injury Research Foundation (TIRF).  Trained in public health, Bella has served as Vice Chairman and Acting Chairman of the U.S. National Transportation Safety Board, Co-Chair of the UN NGO Committee for Sustainable Development, and Co-Founder of the 05 Saves Lives Coalition. Bella created the “Five I Framework” for prevention-focused crash investigations as part of the Safe System Approach and works towards a transportation system that is safe and ethical for everyone.
